Act of War - problem

Hey guys, I'm playing Act of War: Direct Action and must be pretty close to the end (if not on the last leve) and I'm having a strange problem. The game says "defcon 1 is now available" but when I click on my HQ there is no option to "research" defcon1 and so none of the defcon1 units are available. I continued anyway but later on I need to create units from the defcon1 group.

Anyone have any ideas/suggestions?
