Boiling Point... Stuck

Hi All
Great game Boiling Point is, I have a problem finding and photographing the mayor as I can't seem to find him. The compass sais that I am in the right spot when I stand on the bridge and when Im floating in the water under the bridge.... but no mayor. Is there a way to get underground or... ?

Hi Madmax
I pass that mission, it's the first mission of Militia side, right. The problem is the right spot is not at the bridge and you will find Mayor only... I can not remember about 2.00 or somthing. But the right spot of Mayor is in the orange building across the bridge. At the right place and the right time you will see Mayor talking with a thug, Potograph their activity and return to the police station, Complete.
