I'm afraid the only real Flash programmers I know personally all do it for a living. One is an independent web designer up in Canada who is simply brilliant and he has extremely good taste in traditional design principles (a rarity amongst usually very young, exclusive web designers).
His advice?
There are some excellent tutorials, seminars and classes around that will teach you from raw beginner to professional levels. Also, the Cnet Learning CD series is quite good for independent studies. Try going to their online university and see what courses they are currently offfering plus browse the Learning CD section tabbed along the top of the page. Also visit their focused tech forums and look over their other free member services.
Their main educational home page is at:
http://www.cnethelpu.com/?mcid=photo0512
They have a CD devoted to Macromedia Flash which is very comprehensive and under $100 USD including shipping and a free 30 day trial of their Cnet Advantage services. If you know anything about the cost of pro level tutorials, etc. then you will see this as a bargain.
They also have a huge list of Flash Design Tools to download (most are shareware) at:

If however you have no budget for educational tools, then start by visiting the official Macromedia Flash Tutorial & Samples web page at:
http://www.macromedia.com/software/flash/productinfo/tutorials/
Also see the rest of their sections in the Macromedia Flash Support Center at:
http://www.macromedia.com/support/flash/tutorial_index.html
Afterwards, peruse the many other related online resources listed at:
http://www.google.com/search?hl=en&q=Macromedia+Flash+Tutorials
Many of these services cost something. But if you dig around, there is also a wealth of good, free info on the net and many web forums dedicated to web authoring / web design.
One such free online resource can be found at:

Hope that helps a little.
Cheers, Terry
