I have two HDs... one small one has my windows xp and some utilities installed, the other big one has all my games and files. When I download large demos like 200+ mp, as soon as the download completes it then moves the file over to my D drive from C (causing like a 10 sec delay while moving). Anyway I can tweak it so any temp files downloaded originate on D drive instead of C (where windows is installed) ?

You could use a download accelerator/manager (I use Download Plus, you can get it at sf.net) and they let you define the save target I use this for bit downloads (anything over 50mb. You can also download mozilla firefox (regular mozilla probably does it too) and it has a built in download manager where you can define where downloads are saved.
As for IE, I am not sure.

IE >> Tools >> Internet Options
Temporary Internet files
