It was an intelligence screwup, might have something to do with the Chinese not making sure that their embassy was on the don't shoot list, might also have something to do with the fact that from orbit all buildings generally look the same, you have to target them using coordinate data, especially in cities, if the observer screwed up it's his fault, no one elses
