Just to save you guys a little time, here are those specs from the webpage that Rick posted:
Fallout 3 Minimum System Requirements:
Windows XP/Vista
1GB System RAM (XP)/ 2GB System RAM (Vista)
2.4 Ghz Intel Pentium 4 or equivalent processor
Direct X 9.0c compliant video card with 256MB RAM (NVIDIA 6800 or better/ATI X850 or better)
Fallout 3 Recommended System Requirements:
Intel Core 2 Duo processor
2 GB System RAM
NvidiaDirect X 9.0c compliant video card with 512MB RAM (NVIDIA 8800 series, ATI 3800 series)

Oh darn... I may need to convince the wife it is time to upgrade my computer. Whoa is me.
Those system specs look very similar to Oblivion's, which makes sense.

Bethesda stated that there would be no DRM in Fallout 3, at least nothing more than Oblivion had. I was not aware SecuROM was in Oblivion...:mad:

It turns out that Fallout 3 has the disk check version of SecuROM but does not have the more intrusive install limit version.
Somehow I feel lied to. :mad:

If anyone wants some real world showing and not what the devs say should work, here's what I'm running:
Core2duo e6750 @ 2.66 ghz
4GB DDR2 @ 800MHz
HIS 4850 512mb @ 650/2000
Runs fine at 1920x1200 4xAA and 8xAF, haven't tried to push it harder than that.
Accidentally having FRAPS in the background and using F9 for both quickload and capture can lower framerates outside though but it was still very smooth inside.
