Because developers get lazy and grab another games engine, put their own skins on a game, add a few new maps, change the name and release it. It's funny how people can get away with things..

different names for different places? Maybe the campaigns are different?

Aha! but see that added foggyness effect added to the second? that is what they did you know, that's why it's so much more valuable. Or not, whatever, anyone want to buy the source engine and make some maps with me?
